매목 매과에 속하는 조류이다. 몸길이는 수컷이 33cm, 암컷이 38cm이고, 날개 편 길이는 70cm 정도이다. 수컷은 머리와 꼬리가 회색이며 꼬리 끝과 날개 끝은 검은색이다. 등은 갈색 바탕에 검은색의 반점이 있으며, 배는 황갈색 바탕에 흑갈색의 세로줄 무늬가 있다. 암컷은 꼬리를 포함한 몸의 위쪽이 갈색이며 날개 끝과 꼬리 끝만 검은색이다. 맹금류 중에서 비교적 흔한 텃새다. 먹이를 찾기 위해 공중을 빙빙 돌다가 정지비행을 하는 습성이 있다. 작은 새나 들쥐 등을 잡아먹는다. 고층 건물이나 절벽의 틈, 그리고 버려진 까치집 등 다양한 곳에 둥지를 튼다. 알은 흰색 바탕에 어두운 갈색의 무늬가 있으며 5개 정도 낳는다. 전국에 분포하며 세계적으로는 일본, 중국, 티베트, 버마 등에 분포한다.
