올빼미 중에서 가장 작은 종이다. 날개 길이 14.8~15.8cm이다. 암컷이 수컷보다 약간 크다. 수컷 겨울깃의 등 쪽은 잿빛을 띤 황갈색이고 머리꼭대기에 황갈색의 작은 얼룩무늬가 있다. 턱 밑은 희고 목 옆, 가슴, 옆구리, 배는 황갈백색 바탕에 짙은 황갈색 세로 얼룩무늬가 있다. 부리는 노랗고 발톱은 어두운 갈색이다. 깊은 숲속에서는 살지 않으며 촌락 부근이나 성벽, 벼랑, 강가의 무너진 흙더미, 고목 부근에 서식한다. 한배에 알 3~7개를 낳아 26~28일 동안 품는다. 우는 소리는 고양이 소리 또는 갓난아이 우는 소리와 비슷하다. 작은 포유류나 조류, 파충류, 양서류, 곤충 따위를 잡아먹는다. 한국 중부 이북, 중국, 몽골에 분포한다.
